Can somebody tell me what regulates or governs transactions between a merchant and a credit card company?

I want to file some formal complaints involving my business merchant account and a credit card company. Trying to figure out the best way to go. Do I file a complaint with the state they are located in via attorney general? Appreciate any ideas.

In my experience the credit card company sets the rules and the merchant accepts them. If you’ve tried to work out your disagreement with the credit card company but couldn’t reach resolution you should turn to whoever is named in an arbitration clause if one is present in your contract. I doubt that an attorney general is going to be interested in your dispute unless it involves fraud or other criminal activity.

    well you can always try going to paypal if you use it. Also if you want to make some good money and you have paypal then try this website. They dont even need your credit card info. This is great if you buy things online! Try it out and tell me how much your monthly earnings are. Mine is $423.18 cents

    It depends on what the nature of the complaint is. If it is bad service, as a business you have little recourse. If it is because they are in violation of some regulation or law, then it depends on what the violation is.

    The first thing to look at would be the US Atny Gnrl, as almost all cc transactions are over wire, so we are talking federal wire transaction laws and regulations. Yes, there also maybe items involved in state laws and regulations of the state you operate in, so you might consider talking to the state Atty Gnrl.

    Again, without knowing more details of the nature of your complaint it is hard to say. If you were a consumer, I’d automatically suggest contacting your state’s department of consumer affairs. But as you are a merchant with a problem with your cc provider, it is much more difficult and depends on the problem.
